League of Legends has released a brand new patch, just ahead of MSI kicking off today to smooth out some outstanding issues and make last-minute adjustments before the big event. There’s also an updated emote wheel, changes to behavioral systems, and of course a bunch of skins and chromas.

Another big change is a midscope update to Neeko, whose entire move set has been adjusted and changed in one way or another.

Here’s everything you need to know about the League of Legends patch notes for update 13.9.

LoL 13.9: Neeko midscope update

13.9 is packed with the usual buffs and nerfs you’d expect – though maybe a little less thanks to the upcoming event – but Neeko has been given a pretty substantial overhaul, making her much more unique and much more versatile. Neeko is probably the most unique champion in the game, and this update is aimed at making her as usable as possible as the trickster she was born to be.

Her Shapeshift now allows her to transform into just about anything that has some kind of health bar, which should give her a host of interesting interactions with NPCs and champions in the arena. Her ultimate should now be easier to land a hit with, and is hopefully going to be far more reliable overall in combat. It comes at a cost though, with a small hit to cooldown time and damage.

LoL 13.9: Balance changes

Every patch brings with it some buffs and nerfs, though this patch is a little lighter than most… on the buff side at least. Just two champions have been buffed, both with relatively minor changes.

The following characters have received buffs in 13.9:

  • Jinx
  • Sion

There’s a few more nerfs than buffs in this patch, but they’re also relatively minor in nature, and shouldn’t drastically upset the balance of the game too much.

Good news for those that like to break out the emotes in the heat of battle: you now have access to more emotes, and deploying them is quicker and easier than ever. Some of the more common emotes, like First Blood and Victory, have been moved over to their own wheel called Reactions, and it’s now possible to search for any emote you own.

LoL 13.9: new skins and chromas

The next batch of skins has been revealed, called Inkshadow. As you’d expect from the edgy name, these skins are quite dark in nature, with heavy ink-like imagery that is quite cool.
